Ah, Headhunter - I still have my Dreamcast copy of that game. I remember enjoying it back in the day but suspect that time has not been kind to that particular title (never played the sequel though).

I like any game that allows the player to approach missions/combat as they see fit, it most certainly adds to the possibility of multiple playthroughs.
