I'd say all signs point to a sequel, but I think it would be interesting if it just told a new tale with different characters, as the GTA games do - BUT, each game over the next 20 years or so is set gradually more modern ending up in mafia ridden 1960's America with some GTA ancestors playing as the characters. So both games end up in the same universe. I think that could be cool.

Don't know about it being a sequel, possibly a prequel though given that it looks to be set earlier than the previous game's 1911 setting. I do like the idea of merging the franchises though, could be fun.
