well old pixel art rarely looks similar to the concept art that its based on. While pixel art can look great in itself, and mirror concept art style to a certain extent, a lot obviously has to be lost when you're working with the limitations of 8-bit or 16-bit games. While more recent machines don't need to worry about that, and can realise concept art styles much more closely. So it makes sense that someone would be okay with the style in Chrono Trigger, but not Blue Dragon.
There's also perhaps a reason why someone would prefer his art in games compared to manga or anime. In the most recent
Did You Know Gaming video, they covered Dragon Quest, and they revealed that Toriyama at one point said that he puts more detail and effort in to his game concept art, because it doesn't need to be reproduced over and over like in manga and anime. Instead of having to draw panels or cels over and over, you just need to create a handful of pictures to use as a reference.
